In 1980 the DEA put P2P into Schedule II from the Managed Substances Act, which makes it illegal to buy, offer, or possess and not using a managed compound license. This is one of the earliest examples of the odd and unfortunate behavior of making pharmacologically inert chemical compounds illegal since profession criminals “could” misuse them.
